TR CU Certificate

The legislators have made certification in accordance with TR CU mandatory for the free movement of goods in the Customs Union between Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. (Technical Regulations of the Customs Union)

There are two kinds of TR CU certification

1. Contractual TR CU certificate 
This is issued for a contract and remains valid until the contract has been performed in full, i.e. the entire specifications of the contract have been implemented in the target country and all customs-related matters have been settled.

2. TR CU certificate with a validity of 1-5 years, series production
This series certificate allows exporters to export the product stated on the certificate as often as it wants within the validity period (period of 1-5 years). The legislator requires audits to be carried out with a TR series certificate. These are generally carried out prior to actual certification.

Please note that in accordance with the Customs Union's new regulations, EAC certification must be applied for by a legal entity registered in the custom union's territory. The manufacturer continues to be shown as such on the certificate.

 

Procedure for TR CU certification:

1.    Gathering of all required documentation for TR CU certification
2.    Auditing of the manufacturer
3.    Taking of product samples from the manufacturer 
4.    Production of draft TR CU certificate
5.    Agreement of draft
6.    Issuing of TR CU certificate
7.    Registration of the products in the Custom Union's State State Register

 

Required documents for TR CU certification:

1.    Contract with a legal entity in the Customs Union  
2.    Legal entity's registration document (of the applicant)
- Trade and Commercial Register extract
- Registration with State authorities
- Statistics Office certificate
3.    - Operating instruction in Russian
4.    CE Declaration of Conformity
5.    Internal and external test records 
6.    ISO 9001 (if available)
7.    Other documents directly or indirectly confirming the conformity of the machinery and plant with the technical regulations with regard to safety in place (where available)

Experience has shown that between one and four weeks are required for a TR CU certificate to be issued.

Once certified the products certified under the technical regulations are to be labelled with the mark (EAC) as confirmation of certification.

 

Requirements of the EAC mark 

 

 

The following basic requirements apply to attaching the EAC mark to products:

•    The mark must be placed on every product unit, packaging or accompanying document. 
•    The mark must be clearly visible. 
•    The mark must be clearly readable. 
•    The mark must be displayed in one colour. 
•    The mark must be in contrast to the background colour. 
•    The mark must be permanently attached. 
•    The mark must be at least 5 mm high. 

The exact size and method of attachment is a matter for the manufacturer. Technical provisions (TR) stipulate where the logo is to be placed on the product, packaging and accompanying documents.

Where it is apparent that these conditions have not been complied with, a penalty will apply.
